As of March 31, 2023, Roger Clements has officially retired. Roger Clements is a founding principal of Toscano Clements Taylor LLC (TCT) and has 50 years of Project Management, Risk Management and Contract Claims experience. Roger is a qualified Chartered Quantity Surveyor, specializing in Contract Claims, Negotiations, Contracts, Program Management and Cost Control on behalf of Owners. His expertise, depth of knowledge and considerable experience at a senior management level has earned him a Fellowship of the prestigious Royal Institution of Chartered Surveyors, which is recognized worldwide as the premier professional organization for the built environment.
Roger has been responsible for many projects worldwide, but has been based in the New York area for 21 years and is fully conversant with the working practices and construction methodology in the five boroughs of New York City.
As one of the founding partners of Toscano Clements Taylor in 2007, Ian Taylor retired as Principal of the firm in 2017. His 50-plus year career included expertise in construction and cost management, and earned him a Fellowship with the London-based Royal Institution of Chartered Surveyors. He spent a bulk of his early career as a quantity surveyor, where he worked on behalf of project owners across the globe to provide guidance and manage project costs through the construction lifecycle.
Dijana is a highly-experienced Finance and Business Management professional with over 20 years of experience in all financial and infrastructure-related functions, financial reporting, annual audits, managing financial control.

Nazeeya (Naz) Abdulcadir is a member of the TCT NYC operations team, bringing more than eight years of accounting management expertise. She has managed the financial activities for multi-million dollar construction projects in New York and throughout the world. As Senior Project Accountant, Naz is responsible for the financial management of all projects throughout the project life-cycle, billing/ invoicing, leads collections efforts, analyzes project profitability, and supports TCT Project Managers in project administration activities. Roxanna Calero (Roxy) has joined TCT as a Senior Project Accountant. As an experienced accountant in billing, accounts payable, and accounts receivable, Roxy brings over twelve years of experience with eight years of dedicated experience within the A/E/C industry.
Jennifer Guzman is TCT’s AP/Payroll Manager. With a background of 8 years in the AEC industry, Jenn brings a wealth of experience to the table. Her responsibilities include overseeing all aspects of accounts payable and payroll, as well as providing valuable support on various HR Admin efforts. Hannah Dockery has joined the TCT Marketing Department as Marketing Coordinator. Linda Lee’s approach to cost estimating has remained steadfast through three decades: remain detail-oriented and methodical while working at a pace that puts projects on or ahead of schedule. She pairs this approach with an array of experience, which allows her to gain an in-depth understanding of each project and has resulted in a track record of delivering successful estimates.
Linda’s technical expertise and leadership has made her one of the firm’s key estimators, and she is currently the project manager for on-call cost estimating contracts with NYU Langone Medical Center and the NYC School Construction Authority (SCA). In addition, Linda is responsible for managing a team of estimators and utilizes her knowledge of the estimating process and software to increase her project team’s proficiency.

Dave Halpern, PE, LEED AP, Project Lead Senior Cost Estimator, brings over 21 years of experience in the construction and engineering industry to TCT’s DC and NY operations. Dave has worked in the Institutional, Military, Embassies/International and Federal market sectors. Some of his experience has included working with the National Institutes of Health, US General Services Administration, National Park Service, United States Army Corps of Engineers, and he worked a Field Engineer on a Natural Gas Pipeline running from the Bronx to Huntington, NY. Dave holds a Professional Engineer license in both DC and New Jersey.

Pallav join TCT NYC in 2020 and has 10 years of experience in cost management for horizontal and heavy civil construction, also including ground-up construction and renovations in the greater New York area with project costs ranging from $5M to $5B. He has supervised a multi‐discipline team of estimators while managing resources and project profitability. Pallav has assisted owners and project management teams during contract negotiations and has provided change order management. Himanshu joined TCT’s New Jersey team in 2020, bringing over 15 years of experience providing a wide range cost management services
to a variety of public and private construction projects in New Jersey, New York and Pennsylvania. He has extensive experience developing conceptual and feasibility cost model estimates, utilizing historic benchmarking information and industry experience to prepare complete early stage cost estimates, creating QA/QC models and interfacing with clients, owner’s representatives, contractors and suppliers. Himanshu manages several of the firm’s civil and infrastructure projects throughout New Jersey and New York. He earned a M.S. Akshay Joshi (AJ) joined TCT’s NYC operations with 10 years of project controls and cost estimation expertise. AJ holds an MScEng from Rowan University and a B.C.E. from S.P. College of Engineering, Mumbai University, India. He has a wide range of project experience throughout the Tri-State region including Public Agencies – NYCHA, DASNY, NYCDEP, MTA, and NYCEDC; Healthcare facilities such as NYC HHC; Higher Education – SUCF, Rutgers University and K-12 Schools such as NYC SCA and the Maryland Stadium Authority. He has lead project teams through concept to bid phases, including value engineering and has evaluated contractor’s bids, assisted owner during reconciliation and negotiations.

Adam Peterson recently joined the TCT DC team as Project Controls Manager. He is an experienced project controls professional, with a focus in developing Primavera (P6) CPM project baselines, RFPs, and monthly project updates; resource and cost loading, time impact analysis, claims analysis and overall means and methods of construction. With more than eight years of expertise, Adam has worked with Project Superintendents, Project Managers, Owners, and Stakeholders, in managing a portfolio of various projects. He holds certification as an AACE Planning and Scheduling Professional (PSP), and a B.S. in Engineering – Construction Management from the University of Nebraska.

Shaji joined the TCT New Jersey team in 2020, and is a mechanical cost estimating professional with more than 27 years of experience in the design and construction industry, out of which, the past 15 years have been in the New York/New Jersey region. He has worked in design as well as construction stages, on various projects, having led the development of numerous cost estimates for airports, hospitals, university campuses, commercial and residential buildings, research laboratories, pharmaceutical and manufacturing plants, metro- transit projects, cogeneration plants, transportation & water tunnels, data centers, correctional facilities, aviation fuel oil projects, parks, infrastructure and utility projects. Dhaval joined the TCT New Jersey team in 2020 and has over 16 years of experience in the A/E/C industry developing and managing project estimates, value engineering estimates and change order estimates. Adom Calliste has worked as a quantity surveyor in the real estate and construction industry for over a decade, gaining experience in various industries such as commercial, corporate real estate, residential, retail, healthcare, leisure, education, and he has worked in certain heritage sectors. He has taken on a number of roles during his career including Quantity Surveyor, Commercial Manager, Cost Manager, and Cost Consultant. During his career, Adom has been able to work independently, managing projects from their inception to completion while assisting both clients and contractors during this process. He is a firm believer in expanding his ever-growing knowledge of the industry and project management so he can deliver each project more efficiently than the last. Marina is a Commercial, Industrial, and Residential Cost Estimator with estimation and engineering expertise in building renovation and construction projects. In her career, Marina has been responsible for takeoffs for interior and exterior trades, site development, and value engineering activities. Additional duties include providing cost estimating services for New York City’s Office of Management & Budget Hurricane Sandy Recovery Projects, as part of an on-call contract. Under this contract there were a wide variety of repair projects for municipal, commercial, and recreational buildings, which included work on parks, waterfront buildings, offices, fire and police stations, plazas, museums, and aquariums that were damaged by the storm. Scopes of work have included total building replacement, flood walls, coastal remediation and mitigation, emergency communication equipment, and foundation construction for the elevation of buildings.
Edmundo (Ed) Marquez joined the TCT DC team in December 2021 as a Mechanical Cost Estimator. He brings more than 16 years of HVAC, plumbing, and fire protection design engineering and cost estimating on projects for public agencies such as NYC School Construction Authority, Dormitory Authority of the State of New York, NYC Housing Authority, and NYC Health & Hospitals.
