As of March 31, Roger Clements has officially retired. Roger Clements is a founding principal of Toscano Clements Taylor LLC (TCT) and has 50 years of Project Management, Risk Management and Contract Claims experience. Roger is a qualified Chartered Quantity Surveyor, specializing in Contract Claims, Negotiations, Contracts, Program Management and Cost Control on behalf of Owners. His expertise, depth of knowledge and considerable experience at a senior management level has earned him a Fellowship of the prestigious Royal Institution of Chartered Surveyors, which is recognized worldwide as the premier professional organization for the built environment.
Roger has been responsible for many projects worldwide, but has been based in the New York area for 21 years and is fully conversant with the working practices and construction methodology in the five boroughs of New York City.
As one of the founding partners of Toscano Clements Taylor in 2007, Ian Taylor retired as Principal of the firm in 2017. His 50-plus year career included expertise in construction and cost management, and earned him a Fellowship with the London-based Royal Institution of Chartered Surveyors. He spent a bulk of his early career as a quantity surveyor, where he worked on behalf of project owners across the globe to provide guidance and manage project costs through the construction lifecycle.
Nick Maiorana has spent three decades as an estimator within the A/E/C industry working with project owners, contractors and consultants. Throughout his experience, he has become proficient in developing estimates from the conceptual phase through construction documents for all design disciplines. His responsibilities have included bidding, contracting and subcontracting management, budgeting and financial management, quality assurance, and site planning.
As TCT’s Director of MEP, Nick manages the firm’s in-house MEP department and allocates staff to ensure resources remain readily available. He understands that nearly all estimates contain an aspect of MEP design and continually researches the ever-changing MEP systems and technology to better inform his estimates. Nick views each estimate as an opportunity to leverage his diverse experience to positively affect each project. He attributes his track record of successful estimates to his ability to remain flexible and responsive to client needs while maintaining consistent communication.

Christian Garrido has over 20 years construction industry experience providing project management and project controls for corporate commercial development, federal, institutional, interiors and mixed-use projects throughout the mid-Atlantic region. Christian possesses comprehensive understanding of the construction process, both in the field and in operations, as he has served in the roles of Chief/Senior Scheduler, Scheduling Manager, BIM Manager/Engineer as well as Project Superintendent for four ENR Top 400 ranked General Contractors. He earned a Masters Degree of Architecture and Urban Planning, Architecture from Universidad Católica de La Plata, and certified through CDP – Oracle Primavera P6 through Microdesk (Autodesk authorized) training programs.
Christian is the Senior Scheduler, as part of TCT’s subconsultant role on the WMATA Consolidation Headquarters Program Management contract. Nazeeya (Naz) Abdulcadir recently joined the TCT NYC operations team, bringing more than eight years of accounting management expertise. She has managed the financial activities for multi-million dollar construction projects in New York and throughout the world. As Senior Project Accountant, Naz is responsible for the financial management of all projects throughout the project life-cycle, billing/ invoicing, leads collections efforts, analyzes project profitability, and supports TCT Project Managers in project administration activities. Sara joined TCT as a Marketing/Proposal Coordinator in 2018, bringing a range of marketing skills in RFP/RFQ response preparation; marketing win strategies; event and conference planning and social media campaigns. During her time in the AEC industry, she has learned the ins and outs of marketing within the professional services environment, as well as the importance of client responsiveness, quality and creativity.
Sara is in a new role for the firm and has been promoted to Business Manager. In this role she is working as a liaison between the PMs, Project Accountants, Marketing, and our clients. Sara continues to work with the PMs for complex fee proposals and assist with conveying contract terms, agency rates/OH and other items which may affect fees. Her role is also responsible for the initial setup of fee proposals and new projects, reviewing and executing contracts, and COIs. Linda Lee’s approach to cost estimating has remained steadfast through three decades: remain detail-oriented and methodical while working at a pace that puts projects on or ahead of schedule. She pairs this approach with an array of experience, which allows her to gain an in-depth understanding of each project and has resulted in a track record of delivering successful estimates.
Linda’s technical expertise and leadership has made her one of the firm’s key estimators, and she is currently the project manager for on-call cost estimating contracts with NYU Langone Medical Center and the NYC School Construction Authority (SCA). In addition, Linda is responsible for managing a team of estimators and utilizes her knowledge of the estimating process and software to increase her project team’s proficiency.

Himanshu joined TCT’s New Jersey team in 2020, bringing over 15 years of experience providing a wide range cost management services

Pallav join TCT NYC in 2020 and has 10 years of experience in cost management for horizontal and heavy civil construction, also including ground-up construction and renovations in the greater New York area with project costs ranging from $5M to $5B. He has supervised a multi‐discipline team of estimators while managing resources and project profitability. Pallav has assisted owners and project management teams during contract negotiations and has provided change order management. Akshay Joshi (AJ) joined TCT’s NYC operations with 10 years of project controls and cost estimation expertise. AJ holds an MScEng from Rowan University and a B.C.E. from S.P. Adam Peterson recently joined the TCT DC team as Project Controls Manager. Adom Calliste has worked as a quantity surveyor in the real estate and construction industry

Marina is a Commercial, Industrial, and Residential Cost Estimator with estimation and engineering expertise in building renovation and construction projects. In her career, Marina has been responsible for takeoffs for interior and exterior trades, site development, and value engineering activities. Additional duties include providing cost estimating services for New York City’s Office of Management & Budget Hurricane Sandy Recovery Projects, as part of an on-call contract. Under this contract there were a wide variety of repair projects for municipal, commercial, and recreational buildings, which included work on parks, waterfront buildings, offices, fire and police stations, plazas, museums, and aquariums that were damaged by the storm. Scopes of work have included total building replacement, flood walls, coastal remediation and mitigation, emergency communication equipment, and foundation construction for the elevation of buildings.
Edmundo (Ed) Marquez joined the TCT DC team in December 2021 as a Mechanical Cost Estimator.
