Roger Clements is a founding Partner and Principal of Toscano Clements Taylor and has over 45 years of cost consulting experience. A large portion of his career was spent in England as a qualified quantity surveyor, where he was responsible for protecting an owner’s best interests by managing project costs throughout the entire construction life cycle. His expertise and leadership in the field of cost management has earned him a Fellowship with the London-based Royal Institution of Chartered Surveyors.
Roger’s experience includes term contracts with numerous public and federal agencies such as the US Army Corps of Engineers, The Smithsonian, State University Construction Fund and NYC Department of Environmental Protection; resiliency and recovery projects for the NYC Office of Management and Budget and NYC Housing Authority; infrastructure projects for the Port Authority of New York & New Jersey and Metropolitan Transportation Authority; and capital improvements for the NYS Office of General Services. His successful record in controlling schedule, budget and program requirements allows him to maintain harmonious relationships with clients from project inception through completion.
