As one of the founding partners of Toscano Clements Taylor in 2007, Ian Taylor retired as Principal of the firm in 2017. His 50-plus year career included expertise in construction and cost management, and earned him a Fellowship with the London-based Royal Institution of Chartered Surveyors. He spent a bulk of his early career as a quantity surveyor, where he worked on behalf of project owners across the globe to provide guidance and manage project costs through the construction lifecycle.
Jeannine Nelson has been promoted to Principal as of November 2019. She joined the TCT team in 2016, bringing 30 years’ experience in leadership, business development and marketing roles for nationally recognized A/E firms and General Contractors along the East and West Coasts. Her experience has resulted in an expansive network of client and colleague relationships, as well as technical knowledge in all facets of building systems.
As Principal of Sales + Marketing, Jeannine leads the business development and marketing department initiatives for the New York, New Jersey and Washington, DC offices, with a focus on market analysis; business opportunity forecasting; capture and win strategies; and bid and proposal strategic development, including competitive analysis.
Jeannine recently served as the Post President for the Society of American Military Engineers (SAME) Northern Virginia Post.

Nick Maiorana has spent three decades as an estimator within the A/E/C industry working with project owners, contractors and consultants. Throughout his experience, he has become proficient in developing estimates from the conceptual phase through construction documents for all design disciplines. His responsibilities have included bidding, contracting and subcontracting management, budgeting and financial management, quality assurance, and site planning.
As TCT’s Director of MEP, Nick manages the firm’s in-house MEP department and allocates staff to ensure resources remain readily available. He understands that nearly all estimates contain an aspect of MEP design and continually researches the ever-changing MEP systems and technology to better inform his estimates. Nick views each estimate as an opportunity to leverage his diverse experience to positively affect each project. He attributes his track record of successful estimates to his ability to remain flexible and responsive to client needs while maintaining consistent communication.
Linda Lee’s approach to cost estimating has remained steadfast through nearly three decades: remain detail-oriented and methodical while working at a pace that puts projects on or ahead of schedule. She pairs this approach with an array of experience, which allows her to gain an in-depth understanding of each project and has resulted in a track record of delivering successful estimates.
Linda’s technical expertise and leadership has made her one of the firm’s key estimators, and she is currently the project manager for on-call cost estimating contracts with NYU Langone Medical Center and the NYC School Construction Authority (SCA). In addition, Linda is responsible for managing a team of estimators and utilizes her knowledge of the estimating process and software to increase her project team’s proficiency.
Vernae works in collaboration with Executives, Senior Team Leaders and Program Managers to provide strategic financial leadership and oversight.
David Johnston joined the TCT team in our NYC operations in 2019. With cost management expertise in civil, architectural, mechanical, plumbing and fire protection, David has over 30 years in estimating, cost consulting and quantity surveying for both cost consultants and general contractors. He holds a Bachelor of Science, Quantity Surveying from the University of Central Lancashire, UK, and began his professional career as a Quantity Surveyor for a UK-based Engineering firm. He further developed his project management skills by serving 10 years with a large international program management consultancy firm, leading projects such as a $500-million pharmaceutical chemical project for Merck in Rahway, NJ. In addition, David has worked for two major General Contractors in New York, and Houston, TX, where he was the Chief Estimator, responsible for leadership of major universities, science + technology, healthcare, performing arts/cultural and commercial construction projects from conceptual documents through completion.
Alex Pamboris, Senior MEP Cost Estimator, rejoined our firm in 2017. He has more than 14 years of experience and provides MEP cost management services out of our New York City office. He most recently worked for Currie & Brown, a multi-national asset management and construction consultancy firm, where he was primarily responsible for the delivery of project controls services.
Alex holds a Bachelor of Science in Mechanical Engineering Technologies from SUNY Farmingdale and a certificate in construction cost estimating from the New York City School of Continuing Education. Despite a self-professed disdain for cold weather, he enjoys spending much of his free time snowboarding.
Kirk Knott joined our Washington, DC office as a Senior Electrical Cost Estimator in 2019. Kirk brings to our team more than 35 years of experience with estimating and managing projects that include Electrical, Mechanical and Plumbing systems. He has knowledge and experience in construction plan review; change recommendations and evaluations; change order review/negotiations; and cost monitoring, reduction and avoidance solutions.
Solomon Asomaning is a qualified quantity surveyor with over four decades of cost management experience throughout the United States, Canada and West Africa. His tenure as a quantity surveyor, during which he managed construction costs and contracts on behalf of owners throughout a project’s lifecycle, provides him with the insight necessary to scrupulously develop detailed and well informed cost estimates.
In his role as a cost estimator with TCT, Solomon has been responsible for preparing estimates through each phase of design; completing estimate change orders; and providing reconciliation and value engineering services. He has estimated an array of projects for various municipal, state and federal agencies, and utilizes his proficiency in various computer-based estimating programs to produce estimates in a timely manner.
TCT welcomes Luis Ramos, CCP, who joined our firm as Senior Cost Estimator. Luis has over 25 years of experience, having worked with nationally recognized construction management and engineering firms such as Parsons and US Cost on projects across the world. He has performed project management, and developed estimating and scheduling deliverables in the transportation, healthcare, federal and institutional market sectors. Some notable accomplishments include: San Francisco Public Utilities Commission Sewer System Improvement Program; WMATA On-Call General Architectural and Engineering Consultant Services; Amtrak Baltimore and Potomac Tunnel Replacement; NYS DOT I-81 Viaduct Environmental Impact Statement in Syracuse; DHS Saint Elizabeths Historic Campus Redevelopment Program in DC; and Aeropuertos Y Servicios Auxiliaries, New International Airport of Mexico City. Luis holds a B.S. in Civil Engineering and a M.S. in Business Administration. He is also an AACE certified Professional.

Tianyang Yu is a Cost Estimator in our New York City office. Tianyang has experience preparing and producing estimates for projects across a diverse group of markets. Including transportation, federal, municipal, public agencies and higher education. He is able to perform in time-critical environments and supports the firms project managers on a number of on-call contracts.
Christian Garrido has over 20 years construction industry experience providing Project Management and Project Controls for Corporate Commercial Development, Federal, Institutional, Interiors and Mixed-Use projects throughout the Mid-Atlantic region. Christian possesses comprehensive understanding of the construction process, both in the field and in operations, as he has served in the roles of Chief/Senior Scheduler, Scheduling Manager, BIM Manager/Engineer as well as Project Superintendent for four ENR Top 400 ranked General Contractors.
Dave Halpern, PE, LEED AP, Project Cost Estimator, brings over 17 years of experience in the construction and engineering industry to TCT’s DC and NY operations. Dave has worked in the Institutional, Military, Embassies/International and Federal market sectors. Some of his experience has included working with the National Institutes of Health, US General Services Administration, National Park Service, United States Army Corps of Engineers, and he worked a Field Engineer on a Natural Gas Pipeline running from the Bronx to Huntington, NY. Dave holds a Professional Engineer license in both DC and New Jersey.
Akshay Joshi (AJ) joined TCT’s NYC operations with 10 years of project controls and cost estimation expertise. AJ holds an MScEng from Rowan University and a B.C.E. from S.P. College of Engineering, Mumbai University, India. He has a wide range of project experience throughout the Tri-State region including Public Agencies – NYCHA and DASNY; Healthcare facilities such as NYC HHC; Higher Education – SUCF, Rutgers University and K-12 Schools such as NYC SCA and the Maryland Stadium Authority. He has lead project teams through concept to bid phases, including value engineering and has evaluated contractor’s bids, assisted owner during reconciliation and negotiations.
Alex is a Mechanical Estimator with TCT in our New York City office. In his role, he is responsible for providing estimation and pricing for HVAC and MEP systems. He holds an M.S. in Engineering and Industrial Management and applies his past experience as a project engineer to his work as an estimator.
Jeffin Aby Mathew, recently joined as Associate Cost Estimator, Mechanical, in our New York City office. He has 8 years of experience in engineering, design and implementation. Jeffin served as Mechanical Engineering Specialist with Trelleborg India Pvt Ltd, a global materials manufacturing company serving the aerospace, renewable energy, healthcare and construction industries. As an expert CAD engineering specialist, he produced mechanical engineering documentation and drawings for mechanical products, systems and processes. Prior, Jeffin worked for General Electric as a Mechanical Design Engineer in Bangalore.
Marina is a Commercial, Industrial, and Residential Cost Estimator with estimation and engineering expertise in building renovation and construction projects. In her career, Marina has been responsible for takeoffs for interior and exterior trades, site development, and value engineering activities. Additional duties include providing cost estimating services for New York City’s Office of Management & Budget Hurricane Sandy Recovery Projects, as part of an on-call contract. Under this contract there were a wide variety of repair projects for municipal, commercial, and recreational buildings, which included work on parks, waterfront buildings, offices, fire and police stations, plazas, museums, and aquariums that were damaged by the storm. Scopes of work have included total building replacement, flood walls, coastal remediation and mitigation, emergency communication equipment, and foundation construction for the elevation of buildings.
TCT welcomes Nina Manguiri, MBA, who has joined our Washington, DC office as the Director of Business Development. She serves as the primary point of contact for pursuit identification and capture plan development for TCT’s cost management services throughout the DC, MD, PA and VA greater metropolitan regions. Nina brings 20 years of experience in the architectural, construction and engineering industry and a can-do attitude to our DC operations. Her sales/business development career has included serving as an Area Sales Manager for top ENR-ranked consulting firm, Arcadis North America. She also spearheaded business development efforts for a commercial general contractor.

Sara joined TCT as a Marketing/Proposal Coordinator in 2018, bringing a range of marketing skills in RFP/RFQ preparation; marketing win strategies; event and conference planning and social media campaigns. During her time in the AEC industry she has learned the ins and outs of marketing within the professional services environment, as well as the importance of client responsiveness, quality and creativity. Before her adventure into the A/E/C industry, Sara led marketing activities for a commercial real estate firm. She attended York College of Pennsylvania, majoring in Public Relations and Sociology, and completed an internship with Suffolk County Police Department’s Public Information Bureau.

Tema manages the daily office operations and assists with all aspects of TCT’s human resources activities. Recently, she seamlessly transitioned the internal payroll to ADP Total Source and she continuously utilizes her extensive experience in small business financial management to evolve personnel services as the company grows.
Deb Raw rejoined TCT as our Contracts Administrator. She has 35+ years of diverse business experience and previously was an employee of TCT from 2008 to 2013, as Director of Marketing and Operations. Prior, Deb served as the Vice President of Administration for Conservation Solutions, Inc., in District Heights, Maryland. In her free time, she enjoys gardening, crafts and golf.
George manages TCT’s information technology and computer systems, ensuring the smooth operation of all of our software and equipment.
Ash Kondapali is a full-time Cost Estimator in our New York City office. Ash recently completed her MS in Construction Administration at Columbia University. Prior to joining the firm, she was an assistant manager at PricewaterhouseCoopers’ Construction Dispute Resolution and Claim Management, Risk Advisory Services in Mumbai, India. Ash is a Member of the Royal Institute of Chartered Surveyors (MRICS) and holds a Bachelor of Technology in Civil Engineering from Jawaharla Nehru Technological University in Hybderabad, India. She also holds a Post-Graduate certificate in Advanced Construction Management from the National Institute of Construction Management and Research in Pune, India. New York City marks the sixth city in which Ash has resided over the last ten years, which she believes has refined her personality to make her very adaptable and flexible.
Ankita Anil Manmodey, CMIT, joined our New York City office in 2019 and serves as a Cost Estimator. She has 6 years of extensive knowledge and insight into cost estimating, contract administration and project controls within the engineering and construction industry. Prior to joining TCT, Ankita served as a cost estimator with VJ Associates, where she provided cost estimating and project controls for the MTA Long Island Rail Road (LIRR) Enhancement Station Initiative and LIRR New Track Project. She also has project experience with the Port Authority NY&NJ and NYC Housing Authority. Earlier in her engineering career, Ankita was part of the construction cost estimating and contract’s administration team for Kalpataru Ltd., a leading real estate developer in India.
Necol Habib is currently working onsite as a Project Administrative Coordinator, supporting the Project Management activities for the LaGuardia Airport Redevelopment Program. She initially joined Toscano Clements Taylor, LLC as a Summer Intern in 2013, and became a full-time Associate Cost Estimator of the firm in May of 2015.
She holds a Bachelor of Science in Industrial Engineering and Applied Mathematics from Hofstra University. During her studies, she specialized in Operations Analysis. At TCT, her duties include preparing takeoffs and estimates for the architectural and general construction trades. She has worked on various projects in the higher education, healthcare, and commercial markets.

Stroodle is a founding member of Toscano Clements Taylor and currently works part-time in our Long Island office as a greeter. Her responsibilities include keeping track of visitors, The UPS Guy, and lunch deliveries; employee engagement; and making announcements.
