Toscano Clements Taylor was established in 2007 and is led by three partners who have worked together for the past 12 years:  Kimberlee Toscano, Roger Clements and Ian Taylor.  With 14 people on staff including quantity surveyors and specialists in mechanical and electrical trades we are able to support a large volume and variety of project types. TCT Cost Consultants was established in 2010 and is based in Washington, DC to support our federal clients including the Architect of the Capitol and USACE, amongst others.
